Who (outside Kurdish areas) would have been keen to fight for the CPA? The best of Iraqi patriots? I think not.
Now there's an Iraqi government, even if they don't truly govern, it's different.

I'm trying to remember history lessons from 20 years ago. Mussolini tried to surrender, as I recall, and we didn't accept (because we didn't trust him to deliver, for one reason or another) but the Italians who killed him were Communist partisans and these were our main allies among the locals. Most of the *effective* opposition we faced there was German... But there was a strong Italian core also who we did have to fight.
