I've observed several successful compromises on the smoking issue at places where I worked. One of them was just like your suggestion, but had additional exhaust fans. It kept the cafeteria clear of smoke. Later some uncompromising people forced the smokers down to a room in the basement where there were no windows. That forced them outside.

Any smoking policy that doesn't have the involvement and consent of the smokers will fail.
