I remeber CLWT tried a similar trick once 2 year's ago. They announced for each 9 shares you own get $5 shares of (stock) dividend. It created 2 waves confusion good for the day traders. Because people can't figure out what it means right after the news and right before and after the ex-dividend (split) date.

As for the pink sheet stock companies, misleading the public is part of their job. Commone sense is it's impossible for that company has that kind of money to pay. They want to raise the money not pay money to you. So they put a $ sign right before the 1.1 to let you think you get paid $1.1, I believe.
