It becomes a government issue when too many people are adversely affected by the effects of unregulated smoking (or whatever).

Usually, changes are best made by involving the people who have to do the changing.

I like a good cigar as much as the next guy. On the beach, around the campfire, usually alone or with like minded guys or gals. I don't think I could handle a restaurant with unrestricted cigar smoking, so I would avoid that one.
