Early in my husband's career he worked for a few landlords. He quit precisely because they were forever asking him to make highly questionable "repairs".

Years and years ago when I lived with a bunch of roommates in a big old rental house we had a dispute with the landlord and wound up spending half a day in the city rent court. The stories we heard that day were unbelievable. One landlord had 25 cases with tenant complaints against him, the cases had apparently been going on for more than a year. I thought the judge was going to have a coronary from yelling at the low paid rent court lawyer sent to make excuses for each failure to comply with previous court orders. This sleazebag made our landlord look like a saint in comparison.
