Those other sources will give anyway, and demand their quid pro quos anyway. The US had no leverage over Arafat, now you think we are going to have leverage if we keep paying for Hamas terror? Some hope. And what's the lesson? We're against terror, except if you win an election, then you have been laundered and are now a clean terrorist, worthy of US support?
