Let them earn their way out of jail like libya did

Libya's government was duly recognized while it was "in jail". It also was under a strict sanctions regime. No money.

The analogy - sure, we recognize you won an election. We also will hold you to account for your actions. No money until you meet the minimal acceptable conditions: recognize Israel, renounce violence, commit to creating a two-state solution.

If that is too much to ask, then there are no solutions in the Middle East.
