What is happening is that a website chooses a low value penny stock as their target pump. The "lead scammers" begin to accumulate shares at near the all-time low price when nobody else knows about it. Once the scammers have eaten enough of the crap, they then post it as a 'pick' on their website, and (assuming these fools have enough 'followers') these lemmings start to buy like crazy thus lifting the stock up 50-100% within minutes. As soon as it pops the original scammers cash out the filthy ill-gotten gains and disappear into hiding (then price crashes back down as iditos who bought realize there was no reason for it to go up). Same type scam job happened to PPTV.. it went from 1.20 to 3 within minutes then fell back that same day and now its at .53 and delisted.

I just cannot imagine the idiots who fall for this crap. If they wanted to give away their money, why not give it to a charity or something
