I'm not sure this was actually the case, although the Vichy government only served at the pleasure of the Nazis.

The sense of information I've read about the Vichy govt (and I'm no expert on that topic), seems to imply that Hitler only wanted to occupy the area adjacent to the Atlantic coast permitting access to U-boat facilities, as well as the English channel. Thus, Vichy was left alone, so long as they didn't permit Allied forces to operate in their territories. Recall the first thing Hitler did in response to the Allied invasion of North Africa was to send German troops to occupy S. France.

Hitler's focus was on the USSR. From historical notes, it was apparent that Hitler admired the British and didn't want to defeat or occupy them. He wanted them to join him against the Soviets.

And that's why he was willing to make an armistice with France, rather than unconditional surrender and full occupation. He perceived them as future allies against Communist Russia, and he didn't want to waste valuable military resources occupying more territory than he needed to..

But yes.. Vichy France can be technically called a Nazi Puppet state.

But it was also technically neutral.
