The problem is that the world view that Bushco has created doesn't include this as a possibility. It is not that they wouldn't dare, it is that this scenario isn't in the calculations. Just like the only scenario for toppling Saddam was the Iraqis throwing rose petals at our troops, right before they buckled down and started pumping oil and paying for the work we did for them.
