RE: "You've got it completely backwards."

I disagree. You have it backwards.

When a country has an acceptance of women leaders at the top, this penetrates the middle and bottom levels of society, so they too begin to become accepting of women leadership.

You're right in that there are fewer leaders in the mid-levels, but there are more women that can eventually soar because the common folks already accept having top-most level leaders. It's an absolute pleasure seeing women in business get accepted by such countries.

I've witnessed first hand the acceptance that these people give to women leaders. And that includes their businesses.

In the case of the USA, you've got women leadership being held back by the least common denominator. So, the change will be very, very slow. The acceptance isn't there, isn't immediate.

Btw, I'm fully aware you are stuck in the ME where the countries have a negative attitude about women leaders - I lost an account in Saudia Arabia when a businessman sent a note to me that said "Dear Sir" and I responded with "Dear Ma'dam." If they don't want to improve their technology because of their biases, that's their problem.
