I think you're stuck with the perspective of what you see in the ME, which is where you live.

I see some fabulously talented foreign businesswomen having great acceptance by their "common folk" because the culture accepts women leadership at the top-most level.

What I'm seeing is different than what you are seeing. I see women gain leadership positions by starting their own businesses, and whose entry is easier because it's okay if they are a female that doesn't want to go to a porno club with the IT guy. Maybe we are talking about different countries - the ME is a world onto itself.
