That is a frivolous law suit. Frivolous is much different than vexatious. Enough serial frivolous suits would be defined as vexatious.

Think prison inmates suing the prison because they did not get any ice cream on Thursday after trying to stab another inmate. Think Sierra Club stopping development of any land in a non-limited geographic area. Think jackpot defense attorneys.
