How did you like that they awarded the running of the east coast ports to the United Arab Emirates? Don't know the details

A UAE company won a bidding war with a Singaporean company to buy a British company that had the contracts to manage the US ports. There are no cartoons involved.

Aside from the fact that the UAE had two people on the planes that rammed the WTC and I understand supplied nukes to North Korea,

The UAE did not supply nukes to North Korea. At least not very big nukes.

why would we give such a contract to a totalitarian gov't when we are promoting democracy in the ME?

The UAE company bought a British company that had the contracts. No contracts were awarded. Nothing was given to the UAE government. The don't need anything. The have more money than they know what to do with.
