Florida is a strip mall on a sandbar and I can't imagine who would want to live there (I say this as a person who spends some time in Tampa but have no interest in this part of the world during the summer) -- I would rather be on the beach in Goa than on the beach at Daytona :) But to your main point, there are always issues that incline people to prefer one place over another and this is hard to quantify. I am merely pointing out that the notion that globalization simply means that the world revolves around "cheap labor" -- that is totally bogus.
