They can. They don't want to buy it. Many times, foreign companies will pay a lot more for American companies than our local ones will. The Foreigners want to put their dollars into
America. We are fools when we try to stop them.

Our Airlines are a prime example. It is against the law for a foreign company to own one. If this was not true, they would be bought up, and you would see an end to bankruptcy in the airlines.
