The ports are controlled by a coast guard officer. The ports under discussion are currently managed by a British company that is trying to sell itself to Dubai. American unionized longshoremen will still work the cranes, etc. The Dubai company currently manages more ports than the ones being added by this sale. It would be a very bad precedent to block the sale absent some quantifiable reasons.
