Oral, you are spinning.
They made a mistake by not knowing about this. Dems smelled blood and republicans in congress were forced to go along with them so as not to lose the highground on security matters. Bush can now take the high road against racism but if he had his druthers this initiative would have been nipped in the bud. I think those are the facts.
