Both Medicare and Medicaid have been trying to fight the fraud and waste during the last decade. The only result we see is that some sicker,poorer and older people who really need care were denied of care, and plenty of hospitals and HMOs dropped out from the gov. sponsored program because the reimbursement is not enough to take care of what they have spent. Market economy is at work, I guess.
