It sounds like Canada makes groups prove their qualifications, after which they are added to a list of potential lessees. The members of the list must then bid to win a lease. That sounds more in tune with American capitalistic values than the system we are using.

It is also telling that I posted the article on "The Environmentalist" subject and have had no responses.
