No, the attack was a deliberate attempt to exacerbate tensions. This thing was on the surface about Shia/Sunni relations but, ultimately, it was about the US. Iranian catspaws doing their thing.

I see it as a sign of desperation. Any smart Shia leader would try to calm things down, get what the Shias want politically. I think this is the approach of the main Shia leader whose name escapes me, and who is by all accounts a moderate.

The one with the most to lose is the US, and we are therefore the object of the attack.
