Well the UAE is a lot more open and tolerant than Saudi, and it seems a lot more terrorists come from Saudi.

What I've heard about the situation is that the UAE government owns the company but it isn't run like a socialist entity. Professional managers run it supposedly without government interference (at least not more than many private companies get interfered with). The government created it to run their own ports, and it did a good job, management saw the opportunity to expand outside the country. The government sees it as a way to diversify out of just selling oil, and they want it run to make a profit.

One thing I heard is that there isn't any American port management countries left that are big enough to be major players in the market. Ports in the US had a hard time in the 70s and in the 70s and 80s they sold out to other companies overseas. I'm not 100% sure this is true but I have no reason to disbelieve the report.

Of course if your concern is that it is an Arab company, there are European and Asian companies that could do the job.
