Perhaps a more rigorous standard should be applied to qualify to complain. Just a check box on the form with the question, "Have you ever filed a complain before?" would allow those reviewing the appeal to screen out the nut cases. If a database existed to verify the answer, then liar could be rejected immediately, and chronic complainers could be screened to the circular file.

The internet allows people to research things much faster, but does not guarantee the timeliness of the information found.

Wouldn't it be funny if the complainers found themselves being interviewed and their backgrounds checked? It might turn up a few people like Leonard Peltier.
