I am with you on this. Market forces are more effective than government initiatives. This is why I like innovative programs that play in people's financial interests. If people want to raise funds and buy property on the open market, go for it. I seem to recall that on Long Island some of the land was sold at bargain prices by owners who want to preserve the beauty for future generations.

These are acceptable.

In Oregon, the Oregon Supreme Court recently allowed a law protecting property rights from uncompensated government takings or restriction to stand. They overturned a referendum on a technicality a couple years ago after it passed. This one passed with 61% of the vote. (That means 39% of the voters don't respect property rights.)

People who mistreat pets are the lowest form of humanity. Remember that mistreatment is not always understood to mean the same thing by different people. My wife was upset at our former neighbors for not providing a cusiony bed in the dog house during the winter. (It gets cold on the great plains.)

If you set fines for disobeying the law high enough to finance the department you create an incentive for the department to fine. Think of small town police ticketing speeders for not slowing down to 25 mph five feet into town.
