So why did this latest case of sloppiness and indifference finally catch the public's attention? Because this time the administration has become a victim of its own campaign of fearmongering and insinuation.

That's exactly right. The GOP congresspeople are in shock. For 5 years, they believed on some level that the Arabs are ready to land on the VA coast and march their way to the Capitol. They are aghast at Bush's lack of concern. It would all be laughable if this weren't part of an ongoing nightmare.
