Besides, outside of the N.Y. upper class areas, many small lawn maintenance businesses are being run by middle class hard working legal Americans who simply want to be their own boss and chart their own destiny. Many of these companies in my neck of the woods only employ about 4 or 5 people. The owner is just as likely to be racking and trimming the lawn as the worker is.

The N.Y. Times needs to go out and actually visit the country they proport to be writing about about. ;-)
