Arabs did not want Israel to exist nor did they want Jerusalem to be international city.

Neither the Arabs, nor the Israelis liked this part of the peace plan as proposed by Count Bernadotte, the UN envoy.
One of the main reasons the Israelis preferred to "eliminate" him, shoot the messenger and get the issue off the table.
