Probably just a quibble, but I don't consider TA to quantify perception. That is.... if by "perception" you mean things like sentiment. TA and sentiment are not completely independent, but enough so that one compliments the other. Me, I rely on other measures of sentiment, and those can sometimes give a much different spin to TA, e.g. when the put/call gets excessive one way or another. That can be a very powerful indicator of medium-term tops and bottoms that frequently leads technical developments.

TA to me is more a measure of trends in the relative proportions of buying and selling pressure, which of course is dynamic. But when properly used, I think TA can often predict what direction that dynamic proportion may shift next.

Seems to me what you are really driving at with this particular stock is that it is very enticing from a liquidity standpoint. It just looks irresistibly easy to get a stranglehold on liquidity and force the issue both up and down.

Judging from the long-term chart, from time to time other folks with bigger pockets than mine have thought so too. Unfortunately, TA is next to useless in predicting when that might occur. At best, TA just defines good conditions for that to occur, i.e. a necessary but not a sufficient condition. So when something like this is oversold and trading near long-term lows, I would guess that would enhance the probabilities that the stock will come under a lot more radars, and that one of those might just decide to pounce.
