The Armed Forces' Military Police also are not an intelligence operation, yet they provide security on military bases. That does not diminish the fact that they do provide security. The various components of our intelligence services and armed forces are suppsed to be talking to each other (not that they necessarily do it effectively, even in the post-9/11 environment) Are you saying the USCG needs to have an intelligence function in order to provide Port security?
