Peter, I wasn't going to weigh in on this publicly and I am sure Laz will be along in a bit to reply to your post, but . . . I think you answered your own question in your first paragraph. This is precisely where President Jimmy Carter erred and erred over and over again; that being, he was trusting of our natural enemies to a criminal extent, probably because he himself was personally quite trustworthy and ethical.
