I do want to make sure hospitals provide a standard of care consistent with best practices- you entirely miss the duty that hospitals owe to patients first

And you entirely miss the distinction between what a hospital should do and what is illegal for the hospital to do. If hospitals are violating medical standards, then the AMA and any other professional governing bodies are the folks who should fix the problem. They're the medical standards guys.

There are lots and lots of things that people shouldn't do. We don't necessarily criminalize them.
