NO has the highest concentration of historic structures in the nation, including the lower 9th's holy cross section - with its shotgun houses, the jackson barracks, the steamboat houses, etc

holy cross is closer to the high ground along the banks of the mississippi, then the ward gradually slopes down

I think they should try and save holy cross and let the lower portion revert to natural swamp lands, for the majority of the 9th is a deep depression tucked between tucked two canals and the river

I realize it will be an insult to former residents [and they can be a scrappy lot, with pride], but it would be a far bigger insult to put them back in the way of harm, death and financial loss again

actually I think it would be negligent and possibly criminal
