Roughly 550 million years ago the first complex animals, such as trilobites, appear in the fossil record. Many scientists have concluded that an increase in the amount of atmospheric oxygen was critical to the relatively sudden evolution of these animals.

You may be confusing the appearence of complex multicellular eukaryotic creatures with the appearence of life. The Cambrian period was preceeded by three billion years of more primitive creatures. Because of more efficient sex, evolution has been proceeding faster since that time.
