AFAIK. But the same is true for the Tutsi. They are not bad rulers. The problem is they are relatively few in number. Which is what leads to the interesting observation that a minority can govern OK, respecting the civil rights of the governed majority, because the country relies on the majority for most of the commerce of the state. The reverse is often harder, a majority that has power need not be very considerate of a small minority within their dominions. IMO, thats the problem that european Jews faced last century.

You can call me racist, but the evidence that Tutsis rise to the top compared to surrounding tribes is to great for me to ignore. There is a drive in them that results in them dominating much larger groups. Which then results in problems.

BTW, my wife tells me that Nigeria has an interesting set of similar tribal dynamics. One tribe is quite aggressive in commerce, and is sometimes referred to as the Jews of Africa. One of the other tribes is generally considered lazy. Last time my wife visited Lagos, she was sitting in the Airport talking with a bunch of Nigerian students from europe (a mix of tribes), discussing this very topic, and they very much agreed that that is how things are, they see it too.
