The container ports and stevedoring are handled by US unionized labor who belong to the longshoreman's union. The security duties fall to US Coast Guard. If the Singapore government or the Dubai government control the management of P&O these will not change. Actually the two bidders expressed a willingness to invest over a $Billion to upgrade security to meet DHS new standards.
