Officials said last week that the head of the enforcement division, Linda C. Thomsen, knew about the subpoena before it was issued on Feb. 8 and that she did not object. Ms. Thomsen, who has been at the agency for 10 years, was promoted to head the enforcement division last May by the agency's chairman, William H. Donaldson, shortly before he resigned.
