Yes a very silly quote coming from him, or really any post FDR president (including of course GW).

Maybe silly to you, but Clinton and a good Republican congress limited the growth of government. Pretty much pay as you go. You can't say the same for the administrations that preceded or followed him... especially followed. Bush is the worst.

"Unfortunately" is subjective, I think it's fortunate. You can't see the reality through the rhetoric. The current administration and congress should be abhorrent to a "libertarian", a catastrophe. If you think there is any connection between libertarians and neoconservatives, you need to pay attention. The neo's are the antithesis of libertarians, much farther away than traditional liberals.

Try to forget your prejudice about Rep/Dem or Conservative/Liberal, these cats are a different breed. Look at actions not words.
