I believe they have the same issues, responsibilities etc. Employment protections, right to organize or participate in bargaining units have nothing to do with the employer, but all to do with the jurisdiction.

Kenneth can certainly input with knowledge in that area. I know that sounds odd coming from me, but that is within the arena Kenneth practices.
