I was under the impression much of that had already been settled. Troy was once a seacoast town and the Scamander River has silted in over the millenia due to that that it is now well inland. The sea of Marmara is still visible from the heights of the tell, though, as is the coast of European Turkey.

I simply get surrounded by security and escorted. I probably ought to avoid Turkey and such as a matter of prudence...
In countries such as Turkey, Mexico. Guatemala, etc., it is best to avoid cops PERIOD. Don't stop and get directons from them; get them from civilians, preferably shopkeepers who have something to lose. Keep interaction with gov't authorities to a minimum. These countries are quite different from, say, Britain or Canada, where the cops are safe and honest and will help if they can. In these countries, getting involved with cops is simply asking for a shakedown.

[NOTE: We had NO TROUBLE with police in Turkey. In one incidence where a guy pulled in behind me and parked illegally as I was backing out of a legal parking space, he insisted the cops be called. They were. They jumped all over him for his reckless actions and threatened to jail him if he made any more trouble. They were quite polite with me. You could have knocked me down with a feather. This is quite contrary to stories I have been told, but my personal experience with the Turkish police was quite favorable. I cannot say that for countries south of the US.]
