With all due respect, that's not quite correct.

First of all, someone may be working with a broker dealer to naked short. You've heard of scammers working together. Often roles are mixed.

Secondly, as far as broker dealers never breaking rules, you really don't believe that. You've posted often about scamming brokers and violations.

I think your point is that the typical trader won't know if a borrow is available. That's something with which I would agree.
