Apparently you're not a SQL programmer or DBA. It'd be ridiculous to make a separate table for each forum rather than storing all messages in the same table.

Full-text search works across the whole table, no matter how many other conditions you might apply. The other conditions are applied only after the full-table text search returns its results.
