More and more wealth gets redistributed forcibly but not yet enough to keep those who create the wealth from seriously slacking off or leaving the country or engaging in enough tax avoidance or evasion to have a major impact on tax revenue.

Also the government does redistribute some wealth to the non-poor, various subsidies and benefits can go to wealthy politically connected people, and a lot of entitlement spending goes to people who are middle class, and some to the wealthy.

And finally why is this topic important?

The fact that the percentage of the wealth in this country that has been redistributed has exploded is a bad thing and not a minor one. If the trend continues it will not be good for our economy. Of course trends don't have to continue, but the set up of entitlement programs exerts a powerful effect to push this trend to continue.
