It's a deduction from the fact that we have found out today that Q does not really offer a smorgasbord deal. The fresher dishes per PJ are excluded from the menu. They either have to be negotiated for separately or included in a new license.

I assume that this is what has lead to friction as WCDMA is simply not fast enough to lead to widespread implementation. The newer stuff, HSDPA and HSUPA, must be on the negotiating table, and the deals being offered I suspect are not as cheap as for WCDMA.

Just a guess.
