since this port deal was announced, i have been trying to ahead of the curve on the issue, not just politically but historically as well...

as to your question....i see no reason why the ports could not be managed like air traffic control...in fact during WWII the ports were handled by the War Department (see link)....

sort of makes you wonder whether the administration and bureaucrats REALLY thinks we are fighting a war...you will see as you read this synopsis of the history of the modern era port management

that this isn't the first time 'who controls our ports' became a divisive political issue.

there is definitely a tension between commerce and national security...imo, national security is obviously the higher priorty because quite obviously commerce could not function without it
