It think these "floating bases" are still useful and important but its a matter of spending priorities. If we go down to 10 that is still a quite capable force (and they would all be fairly modern Nimitz class CVNs once the next carrier comes out in 2008).

If someone argued that we should get rid of our CVs/CVNs or go down to 4 or something like that I would oppose the idea, but I'm not sure the extra ability of 12 is worth it over the cost savings of going down to 10.
