If they are to be enacted I think they should focus on areas where there is no reasonably hope of non-government finance (at least at the beginning) but where the eventual benefit could be very large.

The main benefit of this idea is that it provides incentives for results rather than a detailed top down central plan. Also its probably less likely to create a large new bureaucracy that becomes a political force in the effort to extend its own budget and power.

Space is a good area for this type of thing. Perhaps not the only one, but I wouldn't want this to be a vehicle for an enormous amount of new government spending. I can see it as good it it takes the place of centralized command and control approaches, but not so much if it is just layered on top of the normal government buerocratic process.
