I think he calls out the lack of leadership we have on this issue and that is dead on. Frankly, I'm ambivalent about a gas tax. I think there might be better ways. For example, we should definitely start with the darn CAFE laws. Increase them to 30 or 40 or 50. That would get things moving. Provide heavy tax breaks to consumers and manufacturers of hybrids and flex-fuel vehicles. Have a sliding scale for cars that get higher mpg, then they get higher tax breaks. Provide tax incentives to refiners and distributors of ethanol. There are so many things we can do. But we're not doing a damn thing. Very sad.
