I saw that, too. He was obviously distressed over the impending disaster, and "catastrophes within catastrophes" and was imploring Bush to do something. His pleas fell on deaf ears. A week later, history was revised to "Who would have guessed the levees would fail." Once again, the victims, the mayor, the governor, now the weathermen, everyone - except those responsible - are to blame. Chertoff concurred with Bush that the citizens would be safe. After Katrina, he echoed Bush's "Who'd have guessed..." Now, Chertoff says the citizens will be safe with ports controlled by the UAE...and if that happens, I expect we'll ultimately hear the all-too-familiar words: "who would have guessed (fill in the blank)
