A week later, history was revised to "Who would have guessed the levees would fail."

I saw a program on the history channel a year earlier that described the history of the levies and clearly explained their level of weakness. As I watched the hurricane hit and the news people panning their cameras across the battered shutters in the French Quarter, I kept asking my self 'but what about that documentary I saw a year earlier?'

As time passed and the levies did exactly what they were built to do (fail) in anything over a category three hurricane, everything started to make more sense to me.

I have no doubt that this failure was no surprised to engineers and people in the know about such things. It could have happened on any other president's watch. Everyone should have realized that by now, so harping on Bush for being less prepared is non-productive. The measure is more properly placed on the conduct of the government in the aftermath (which is still somewhat controversial and up in the air)
