Bush cut the reinforcement funding for levees during his watch and lied on TV about foreknowledge of the impending disaster. The fact that the levees were crappy in the 40s does not excuse that. I'm amazed that anyone would use boot camp rumors (probably true) from 60+ years ago to excuse the behavior and culpability of those in charge today.

And it is quite clear now that Brown may possibly of been competent enough to run FEMA -- his reputation, for whatever it was worth, was destroyed by his designation as scapegoat. His only power appeared to be the power to give urgent and grave warnings.
